In March 1998, an application was made to The National Literacy Secretariat, by the North of Smokey Economic Development Association (NOSEDA), to develop a Literacy Network for the North of Smokey area.  This application was approved.

The rationale behind the application was that there were no programs or services available to adults North of Smokey to upgrade/improve their literacy skills.  Also, Victoria County was the only county in the Province that did not have a Learning Network.

NOSEDA's hope was that a Learning Network North of Smokey would help adult students reach their full potential by working with them to improve their basic skills in reading, writing, speaking, listening, numeracy and other life skills.

A Project Coordinator, Mary Sue MacKinnon, was hired to see if the communities North of Smokey needed and/or wanted a Learning Network in their area and to assemble a group of community members to form a Council who would implement adult learning programs.  It was recognized that a Network was both needed and wanted in the area and a Council was formed:

Community Learning Association North of Smokey (CLANS)

CLANS was incorporated in November 1999.

To date, CLANS has completed it's ninth year of program delivery offering adult basic education Levels 1, 2 and 3 in both a classroom environment and by one-on-one instruction.
