Ontario Adult Literacy Curriculum Initiative

The Ministry of Training, Colleges and Universities (MTCU) and the provincial literacy organizations representing LBS delivery sectors and streams, as well as AlphaPlus Centre, have joined together to create the Ontario Adult Literacy Curriculum (OALC) for the Literacy and Basic Skills (LBS) Program.

MTCU is also working with the Ministry of Citizenship and Immigration (MCI), and the Ministry of Education (MEDU) to ensure that the new curriculum is articulated with their foundation skills programming and enhances pathways between them.

The new OALC is intended to:

  • foster greater quality and consistency of instruction in the LBS Program
  • contribute to improved outcomes for literacy learners, including easier transitions to further education and training, employment and enhanced personal independence
  • assist adults in demonstrating their achievements to employers and future training providers
  • contribute to a better trained Ontario workforce and stronger communities
  • play an important role in enhancing learner pathways among the programs of MTCU, the Ministry of Education, and the Ministry of Citizenship and Immigration

A draft OALC curriculum framework package is being developed for piloting purposes in

LBS agencies and will be completed in December 2009. Piloting will begin in January 2010 and will continue through March. Work is also being done to approach key stakeholders including labour and employers to test the proof of concept of the OALC.

Work on the assessment strategy has begun. A learning materials guide will be developed to provide direction on choosing instructional materials suitable for use with the curriculum, methods of including identifying and/or modifying existing materials, and guidance on the development of new ones. The timing of the development of the assessment and learning materials frameworks is flexible, and will probably overlap with the piloting phase.

The implementation of the OALC will begin with field-wide training in fall, 2010. Adoption of the curriculum, assessment and materials frameworks in all LBS delivery agencies will begin January 2011 and extend to December 2011.

CLO extends our thanks to all of our members for the terrific response to the call for pilot sites. The piloting phase of the project is extremely important in the further development of the OALC Framework. Community Literacy of Ontario’s OALCF Training – Update #1 (December 2010)

Overview Training

The Ontario Adult Literacy Curriculum Framework (OALCF) Overview training sessions were delivered to literacy practitioners across Ontario on a variety of dates and locations in fall 2010 by their sectoral and stream networks.

The Overview training introduces practitioners to the key concepts and features of the Ontario Adult Literacy Curriculum Framework. The Overview training is a foundational piece to the OALCF Implementation training that will take place in the spring of 2011.

In order to increase accessibility for practitioners from community-based literacy agencies, CLO held three OALCF Overview training sessions using a combination of methods:

  1. Face-to-face training was delivered in Toronto on November 10, 2010
  2. An online training session was held on Centra on November 17, 2010
  3. A second online training session was held on Centra on November 25, 2010

To further increase access, CLO also created a recorded online version of the Overview training on Centra which is available via Contact North. This recorded version of the training is freely accessible to any LBS agency

Please follow these instructions to access this valuable online training opportunity:

  1. Go to www.e-channel-login.ca
  2. Click on "public recordings" at the top left of the page
  3. Then, click on the Ontario Adult Literacy Curriculum Framework Overview Training from the list of recorded workshops
  4. Click on "playback" and then enter your e-mail address where requested
  5. If you are a current user of Centra, the system will then prompt you to enter your password
  6. If you are not a current user of Centra, the system will prompt you to enter your first and last name. Then you will need to install Centra onto your computer. For LBS agencies use and installation of Centra is free and poses no risk to your computer. Installation is automatic; merely follow all system prompts.
  7. Click on “playback” to listen to the workshop
