Examines the premise that there is too little adult training in Canada, and examines available studies on the cost effectiveness of training programs directed at the unemployed and disadvantaged.

The literacy sector in NB relies to a high degree on all community and volunteer sectors in all regions of the province, and does so in both official languages.
