Provincial Strategic Literacy Plan The development of a Strategic Literacy Plan for the province was completed by December 31, 1998 as scheduled. The Plan looks at literacy for all ages, both within and outside the formal school system. Like any strategic plan, it is meant to be long term and broad. It was developed through an extensive consultation process with stakeholders which occurred between mid-May to mid-June. Staff of the Literacy Strategic Planning Unit wish to thank the many learners, providers, and others who gave input during that time and throughout the project. A special thank you to members of the Steering Committee, comprising both community and government representatives. This committee includes two members of the Literacy Development Council who provided guidance. The Plan was to be formally presented to Government in mid-December. A Cabinet shuffle occurred and the new Minister of Education, Honourable Judy Foote, will now need some time to familiarize herself with her new portfolio, including the issue of literacy, before considering the future process for the Strategic Literacy Plan. Government's recent decision to appoint Ms. Luanne Leamon, author of the Plan, as Assistant Deputy Minister for Literacy, speaks well of its commitment to advance literacy in the province. |
The Canada / Newfoundland and Labrador Labour Market Development Agreement During out December 3-4 Council meeting, Council members had the opportunity to hear first hand about the latest initiative undertaken by Human Resources and Employment and Human Resources Development Canada. Ray Franey, Provincial Director of the Labour Market Development Agreement Secretariat, and Randy Williams, District Director - Avalon Region Human Resources Development Canada, led the information session. They discussed the Canada / Newfoundland and Labrador Development Market Agreement. This agreement provides for an arrangement between the governments of Canada and Newfoundland and Labrador to co-manage labour market programs and services.
