What Is the Electronic Monitoring Program? The Electronic Monitoring Program is better known as the EM Program' or simply, the bracelet. Perhaps though, it should be called "the anklet." The system exists to keep track of offenders who are serving their sentences in the community. This system includes a portable transmitter that the offender must wear around his or her ankle. This transmitter will send out a signal that is picked up by a device that is attached to the offender's telephone. If a telephone is not available, the offender may not be accepted to/in this program. There are, however, several conditions to be accepted:
If you are accepted into the EM Program, you must stay inside your home unless you have been given to leave. Permission may be given to you by the EM Program authority for the following reasons:
