The Honourable Joyce Fairbairn, P.C., Minister with Special Responsibility for Literacy, issued the following statement to recognize International Literacy Day, September 8, 1996, in Canada:

International Literacy Day is a time for Canadians to re-dedicate ourselves to lifelong learning. Fundamental to that cause is literacy. The federal government remains strongly committed to promoting and enhancing literacy all across Canada. It is important to the personal fulfilment of individuals, and our country needs the participation and contribution of all its citizens. With today's rapid technological and societal changes, never before have the demands been greater for individuals to possess a high level of reading and writing skills. Helping Canadians achieve these objectives requires a cooperative effort and public support. Across this land there is an army of dedicated volunteers helping Canadians achieve their literacy goals. The challenge is too great for one sector alone. In each province and territory, private sector companies, unions and professional associations work with the various levels of government, educators and volunteer organizations to support literacy activities. In 1996, our emphasis must be to build on these strong partnerships. Strengthening the base through family literacy, workplace and community initiatives ensures that our efforts will reach all Canadians. Literacy, after all, begins in the home, and I would encourage Canadians to become directly involved with this issue. It truly makes a difference.
