The Journey to Full Employment Ontario Service Integration

Full integration of Employment Ontario programs and services is expected to be in place by July 2010. The journey to that point has been, and will be, one of transition and transformation:

  • November 2006—Employment Ontario name and branding is announced
  • January-November 2007—The foundation is laid for Employment Ontario
  • October 2008—Key elements are in place to support employment services
  • April 2009—Initial phase of delivery of employment services begins
  • July 2010—Employment Ontario vision fully realized

The key priorities during the transformation stage include:

  • Developing an Employment Ontario Service Delivery Framework
  • Implementing an Accountability Framework
  • Introducing an Employment Ontario Information System (EOIS)
  • Implementing Integrated Local Labour Market Planning

Each of these priorities will be explored more fully in the next several paragraphs.

Developing an Employment Ontario Service Delivery Framework

This year (2008), the focus of development has been on programs offering employment services (i.e., Job Connect, Employment Assistance Services, etc.) in the Employment Ontario network. A new service delivery framework for employment services is expected to be introduced in October 2008.

In subsequent years the focus of development will move to Literacy and Basic Skills and other Employment Ontario training programs as part of the long-term transformation of building an integrated service delivery network. The consultations leading up to a new delivery model included province-wide meetings with a broad cross-section of ministry staff, Employment Ontario funded agencies, partner ministries and other stakeholders. These meetings were held in 15 communities across the province in February 2008 and coincided with the distribution of a discussion paper commissioned by Employment Ontario. The paper ‘Employment Ontario Integrated Service Delivery Framework’ describes what a fully integrated system will look like once transformation is complete.
