Principles of the Employment Ontario System

Many of the ways that Employment Ontario will achieve success in building an integrated employment and training network have been outlined in the previous sections. However, the development of the network is being guided by the following principles:

  • Customers are the focus
  • Customers, including those facing special challenges, can easily access and follow clear and consistent pathways, regardless of their point of entry and they can easily use any delivery channel (web, phone, in person)
  • Well-trained service delivery staff have both the level of responsibility and the information they need to serve customers
  • Coordination among all service delivery agencies includes shared and standard information systems that ensure privacy and confidentiality of customer records
  • Appropriate case management models ensure efficiency to improve customer service and lower costs
  • Local labour market needs are served, and adjustments and responses take place as necessary based on labour market data
  • Continuous improvement and innovation measures are part of all delivery agencies to improve the efficiency and effectiveness of the system.

Much work has already been done in several areas to move the development of the system forward and to reflect the key principles noted above, including:

  • Expanding the Literacy and Basics Basic Skills and Academic Upgrading partnerships. Community Literacy of Ontario prepared an informative newsletter on Academic Upgrading Partnerships that can be accessed at www.nald.ca/litweb/province/on/clo/newslet/07april/1.htm.
  • Implementing the Rapid Re-employment Training Service (RRTS) to provide immediate assistance to workers affected by plant layoffs and closures. For more information click here (see more details here).
