There is a page from the website of the disbanded British Columbia's C2T2 ( Centre for Curriculum, Transfer & Technology) that includes a list of journals and websites of interest to literacy practitioners. At the bottom of the page is a link to a table outlining the type of journal, and whether they accept submissions of literacy research reports and articles. LINK to Journals and Websites page.
