ELSA stands for English Language Services for Adults. In B.C. ELSA replaces the LINC program (Language Instruction for Newcomers to Canada). ELSA is basic English training for adult newcomers to Canada and is funded by the government. It is free for students. You do not get paid to take ELSA.

The program is for Permanent Residents and Convention Refugees over the age of 17. It is not for Canadian citizens or refugee claimants.
